Rwanda National Police Investigation Department has been turned into the Rwanda Investigation Bureau, police says.
The CID as formerly called was turned into an autonomous investigation bureau, RIB in accordance with resolutions passed by cabinet on Wednesday last week.
According to police, RIB is intended to end conflicts of interest amongst police investigators that in some context don’t have the will to investigate other policemen.
Police was careful to cite why policemen could not investigate their own cases but it is believed some of them tend to be biased or want to hide crimes committed within the police.
RIB will be more decentralized unlike the CID which was very central and powerful in terms of investigative work.
RIB would in that context comprise all investigation offices including private, military and police which breaks the codes of malpractice and centralism.
